Description
Under general supervision, directs, coordinates, and commands the staff, activities, and operations of Jackson Hole Fire/EMS (JHFEMS); serves as senior on-duty Fire Officer on a rotating shift assignment; manages operations and provides direction and guidance to assigned staff for emergency response, training, and Emergency Medical Services (EMS); directs the fire prevention and investigation activities.
PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
- Assists the Fire Chief with directing the staff and activities of the JHFEMS; uses professional knowledge of Fire/EMS emergency management theory and practices to direct JHFEMS operations.
- Serves as senior on-duty Fire Officer on a rotating shift assignment; manages operations, and provides direction and guidance to assigned staff for emergency response, infrastructure maintenance, training, and Emergency Medical Services (EMS).
- Acts as incident commander, and directs coordinated responses to stabilize and control emergency incidents.
- Supervises, disciplines, and evaluates assigned station membership and career staff; assigns tasks and projects; meets regularly with membership and career staff to discuss and resolve workload and technical issues; assures appropriate training is provided; assures emergency response teams are physically fit, trained, and ready for duty, and are accountable for duties and responsibilities assigned.
- Performs work as County's Fire Marshal, the senior fire and safety official; manages safety inspection, fire investigation, construction plan review, and public education program functions; maintains signature authority for plan review permits issued for fire and life safety code compliance.
- Directs the JHFEMS fire prevention and investigation programs; serves as principal advisor to the Chief on prevention and investigation operations and programs; develops programs and policies to meet JHFEMS goals and objectives; formulates, maintains, and implements policies, rules, orders, practices, and procedures.
- Coordinates the management and maintenance of assigned station facilities, equipment, and apparatus.
- Assists the Chief with annual Capital Improvement Plan including the evaluation of facilities, equipment and apparatus
- Responds to major emergency services incidents and takes command when appropriate.
- Continuously updates knowledge of City/County geography, streets, building locations, and special hazards of designated facilities, to assure that firefighting activities are accomplished in a fast, effective, and safe manner.
- Assures project deadlines and performance standards are met; assists in the review of all department staff reports.
- As assigned, assumes duties of the Fire Chief.
- Maintains the integrity, professionalism, values and goals of Jackson Hole Fire/EMS by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
- Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Associate’s Degree in Fire Science; AND five years Fire Department supervisory experience, preferably with JHFEMS; OR equivalent combination of education, training, and experience with an emphasis in fire inspection and prevention.
- Must possess a valid Wyoming Class B Driver’s License and maintain an acceptable driving record.

- Hazardous Materials Technician
- Fire Investigator
- ICC Fire Inspector
- Emergency Medical Responder
- NIMS ICS-400
- Strike Team Leader, or ability to obtain within 3 years.
- Additional technical skills training and certifications may be required.
- Must reside in Teton County, WY
- County policies and procedures, and state and federal regulations governing emergency services agencies.
- JHFEMS Standard Operating Procedures, guidelines, and policies.
- City, county, state and federal laws, safety regulations, and standards including International Fire Code (IFC), and National Fire Protection Association (NFPA) safety standards.
- Tactics for management and deployment of personnel, equipment and other resources in emergency situations.
- Principles and practices of modern fire investigation and prevention.
- Procedures and equipment used in modern firefighting and emergency medical response.
- Operational characteristics of specialized fire suppression apparatus, vehicles and equipment.
- Methods and techniques to develop and present training programs.
- City and County geography, traffic patterns, and the location of streets, landmarks, and buildings.
- Techniques and practices for effective and efficient management of allocated resources.
- Principles and practices of public sector administrative management, including performance management, personnel rules, project management, accounting, budgeting, and procurement.
- Using initiative and independent judgment within established procedural guidelines, while assuring compliance with JHFEMS goals and objectives.
- Assuming incident command responsibilities, and coordinating firefighting, rescue, and emergency medical services under complex emergency conditions.
- Making independent decisions, maintaining composure, and working effectively under emergency situations.
- Inspecting residential and commercial facilities for fire and safety code hazards and construction standards.
- Investigating and securing crime scenes; recognizing evidence and causes of crime, death and accidents; documenting crime scene details, and collecting and preserving evidence.
- Leading staff, prioritizing multiple tasks and projects, and delegating tasks and authority.
- Recognizing the construction, contents and occupancy of buildings and other emergency incident scenes in order to apply appropriate firefighting, rescue, and emergency medical techniques.
- Analyzing Public Education issues and developing appropriate Public Education programs.
- Managing the maintenance and repair of firefighting facilities, vehicles, and equipment.
- Establishing and maintaining effective working relationships with co-workers, and working as a team member with other emergency services agencies.
- Operating and maintaining computer and communications equipment.
- Communicating clearly and concisely, both verbally and in writing.
Work is performed in a standard office environment, with frequent on-scene response to emergency situations. May be exposed to environmental fumes, hazardous chemicals, communicable diseases, extreme temperatures and potential physical harm. Must maintain a level of physical fitness to meet Department standards.
