What you'll be responsible for:

As part of the Compliance Programs team, you will help to create a central global function focused on developing a best in class compliance management system, which will support all regional and core compliance team functions. This team is responsible for compliance risk management through a combination of development, assessment and oversight of key compliance programs throughout Circle.

Specifically, as a key second line of defense role, you will be responsible for the development and execution of a risk-based monitoring and testing program to ensure Circle's compliance with applicable laws, regulations, policies and procedures. This position will work with the business and compliance/risk peers to establish and maintain appropriate testing forums, testing schedules, and status reporting of all testing activity. You will provide oversight and make recommendations that significantly impact Circle's ability to monitor regulatory compliance programs, minimize operational risk and align with evolving regulatory expectations.

What you'll work on:
  • Define the strategy and design the program for a risk-based regulatory compliance monitoring & testing framework to provide independent,monitoring and testing of Circle's Compliance programs.
  • Develop and deliver the annual Compliance Monitoring & Testing plan, ensuring coverage for existing and new regulations, changes to existing regulations and any audit or exam findings.
  • Manage all daily aspects of Circle's Compliance Monitoring & Testing Program.
  • Develop and oversee a team of testers who are executing the monitoring and testing program, including priority setting, coaching team members, reviewing workpapers for accuracy, completeness, and conformance with standards and methodology.
  • Ensure second line monitoring reviews are delivered on time and to an appropriate standard of quality.
  • Oversee the tracking of corrective action plans and effectively challenge and manage the satisfactory resolution of issues, including ensuring adequate remediation plans and validation to ensure proper and timely resolution.

  • Partner with program owners, subject matter experts and all relevant stakeholders to understand requirements (e.g. laws, regulations, guidelines, policies) of compliance, enterprise programs and products.
  • Evaluate design and operating effectiveness of controls, assess identified findings, determine root causes, propose risk ratings in accordance with internal guidelines and standards, and draft recommendations and reports.
  • Document test results, and reporting metrics in GRC Tool and/or central repository.
  • Manage the assignment and execution of closure verification testing to ensure testing conforms to guidelines and standards, workpapers are complete and accurate, and the testing is completed in a timely manner.
  • Collaborate with the business to strengthen compliance maturity for programs and products.
  • Prepare testing scope, work papers, and reports capturing final results of testing.
  • Develop and document detailed testing scripts covering testing of controls evaluations and testing of transactions to assess adherence to compliance/risk rules.
  • Ensure testing engagements and other assignments are completed within established timeframes, and/or provide early escalation of anticipated delays to senior management.
  • Execute, organize and prioritize testing in a timely manner ensuring deliverables are achieved. while maintaining accuracy.

What you'll bring to Circle:
  • 12+ years relevant experience in compliance, internal audit or related discipline.
  • 7+ years leading and managing a team of direct reports.
  • Detailed knowledge of compliance standards as they relate to OFAC, AML, KYC, Card Brand, money transmission, payments and e-money.
  • Prior hands-on experience designing and establishing a monitoring and testing role within Compliance Testing or Internal Audit, preferably in a BSA/AML/OFAC capacity.
  • Compliance experience in either banking, consulting, or cryptocurrency required. Experience in RegTech or Fintech preferred.
  • Strong communication, planning and project management skills.
  • Establishes trust and collaboration with cross-functional stakeholders and team members.
  • Strong attention to detail.
  • Excellent ability to investigate, analyze, and interpret data as well as state and federal regulations.
  • Demonstrated understanding of and passion for harnessing the power of digital currency and blockchain technology and services built on top of it.
  • Experience working hands-on with other cross-functional team leaders, such as lawyers, engineers, product managers, data analysts, operations analysts in improving compliance processes and systems.
  • Experience and comfort working in an ever-changing industry and the flexibility to quickly react to changing demands.
  • Experience/familiarity with Slack, Apple MacOS and GSuite.
